I think that’s actually the problem with all the Cannes-Style-Desasters. They all look uncomfortable and awkward. Also, it might be the spillage on top, it looks just too tight to breath in properly, and she is propably feeling physically uncomfortable in that as well. I have a photo at a friends wedding, where I am smiling and pretty, but somehow you can just see the atrocious pain of those torture-instrument-shoes I was wearing. And she looks similar to that.

Yes, it is not the most stunning outfit ever, and the fabric might be better suited for winter, but then the weather has been a bit coldish here this last two weeks. Whoa, that might actually explain all the covering. To people living in Mumbai 15° C must feel like deep winter. Anywho, I actually like this dress on her and I think she looks fab-ish. Plus, I applaud her choice of accessories, shoes and hairdo.
